They generally view the humans as autonomous which means self governing. Thus each individual is considered to be responsible for his or her own behavior. They view the people as having free will and thus the individuals can select the behavior in which they want to engage themselves. In their views, the social welfare programmes force the hard working and productive citizens to pay for the irresponsible behavior of recipients of social welfare activities. In their views, the social welfare services should be provided only when the individual’s needs are not able to fulfill by other social means.

On the other hand, changes are welcome by liberals and they think that changes brings good results. They feel that in order to safeguard the human rights, the intervention of government is very important. They favor the institutionalization of social welfare and thus there is no stigma connected to receiving the social welfare funds. In their views as society has become so fragmented and disconnected that the citizens will be requiring social welfare services in order to survive in this environment.
